It is more geared towards pvp and invasions it's true, but most of the top tier weapons are also excellent for PVE. The reasoning is that you can generally beat the PVE content with just about anything, whereas if you are invading people and getting 3v1 ganked as is usually the case, it may be worth using something a little more optimised to have a fighting chance..
